 長谷部新田開発願人、長谷部吉左衛門・勘次郎兄弟は、武州扇町屋の豪商で、同家文書によれば、享保7年(1722年)、江戸日本橋に掲げられた有名な「新田開発奨励の高札」を、最も早く知った人である。時勢に乗じて、数百町歩の地所を動かし、弟勘次郎を、出百姓(でびゃくしょう)として、西武蔵野新町野の地に入植させ率先開発に当たらせた。自らの姓を冠し、長谷部新田と称し、勘次郎は、初代の名主となり、新田経営の道を歩み始めた。The Hasebe new rice field development applicants, the brothers Kichiza'emon and Kanjiro Hasebe, were wealthy merchants from Ogiyamachi, Bushu. According to their household documents, they were the first to know of the famous New Rice Field Development Promotion Posting in Nihonbashi, Edo, in 1722.Taking advantage of the opportunity and leveraging their multi-hundred-hectare estate, Kanjiro, the younger brother, took the initiative to develop a settlement in Nishimusashino, Shinmachino as a farmer.Kanjiro named the new rice field "Hasebe" after himself and took on governing it as its founding father.
 文書は、整理済みのもの278点。享保から幕末に至る近世新田文書で、開発場割渡帳(かいはつばわりわたしちょう)、開発場譲渡帳(ゆずりわたしちょう)、検地関係文書、宗門人別帳、質地証文、村明細帳、年貢割付状、年貢皆済目録、年貢請取状、養料金請願関係文書(やしないりょうきんせいがんかんけいもんじょ)、夫食拝借関係文書(ふじきはいしゃくかんけいもんじょ)、荏胡麻辛子畑書上(えごまからしばたけかきあげ)、金子借用証文、鎮守愛宕権現神体請取、東善院出入関係文書、榛名山道中定宿覚帳、等にわたっている。勘次郎は、名主として村政を司る反面、活発な商業活動を展開した。278 documents have been organized.They include the development land division record, development land transfer record, land inspection documents, religious census documents, land quality certificates, village ledgers, annual tribute notes, annual tribute inventories, annual tribute receipts, documents related to feed money applications, documents related to the lending of food, notes on spice fields, money lending certificates, a receipt for the enshrinement of the Atago-Gongen village shrine, revenue and expenditure documents for Tozenin Temple, the Haruna mountain path inn records, and more from the Kyoho to the end of the Edo period.Kanjiro was responsible for the village government, while also developing commercial activities.
